Setting standards for AI safety and transparency
Governor is a legislative initiative led by New York Governor Kathy Hochul that establishes a comprehensive framework for the regulation of artificial intelligence (AI) frontier models. The RAISE Act mandates that large AI developers create and publicly disclose their safety protocols, as well as report any incidents of critical harm to the state within 72 hours of occurrence. This law also establishes a new oversight office within the Department of Financial Services, which will assess compliance among major AI developers and ensure transparency in their operations. The Attorney General is empowered to take civil action against developers who fail to comply, with penalties reaching up to $1 million for initial violations and up to $3 million for subsequent offenses. This initiative aims to set a national standard for AI safety and accountability, promoting responsible AI innovation while safeguarding public interests.
